Public Comment. Public comments are welcomed during the Public Comment periods at the beginning  
and end of the meeting on any matter, whether listed on the agenda or not, and are limited to three  
minutes per person per comment period. Additionally, public comment will be heard during individually  
numbered items designated as "for possible action" on the agenda; is limited to three minutes per  
person per comment period; and should pertain to the specific item(s) being considered by the  
commission. Persons are invited to submit comments in writing on the agenda items by emailing  
publiccomment@tmfpd.us and/or attend and make comment on that item at the Board of Fire  
Commissioners meeting. Persons may not allocate unused time to other speakers.  
Forum Restrictions and Orderly Conduct of Business. The Board of Fire Commissioners conducts the  
business of the District and its citizens during its meetings. The presiding officer may order the removal of any  
person whose statement or other conduct disrupts the orderly, efficient or safe conduct of the meeting.  
Warnings against disruptive comments or behavior may or may not be given prior to removal. The  
viewpoint of a speaker will not be restricted, but reasonable restrictions may be imposed upon the time,  
place and manner of speech. Irrelevant and unduly repetitious statements and personal attacks which  
antagonize or incite others are examples of speech that may be reasonably limited.  
Responses to Public Comments. The Board of Fire Commissioners can deliberate or take action only if a  
matter has been listed on an agenda properly posted prior to the meeting. The Open Meeting Law does  
not expressly prohibit responses to public comments by the Commission. However, responses from Fire  
Commissioners to unlisted public comment topics could become deliberation on a matter without  
notice to the public. To avoid this situation and to ensure that the public has notice of all matters the  
Board of Fire Commissioners will consider, Fire Commissioners may choose not to respond to public  
comments, except to correct factual inaccuracies, ask for District staff action or to ask that a matter be  
listed on a future agenda. The Fire Commissioners may do this either during the public comment item  
or during the item entitled "Commissioners'/Fire Chief's announcements, requests for information, or  
topics for future agendas."

Protection District and East Fork Fire Protection District to establish the practice of Automatic and

D. Recommendation to ratify a Change Order modifying the “Construction Agreement TMFPD  
Station 35 Project”, an agreement between Truckee Meadows Fire Protection District and Plenium  
Builders, Inc. to provide Construction Management services for the construction of Truckee  
Meadows Fire Protection District Fire Station #35. The Change Order extends the project’s  
completion date (and contract) from May 22, 2026, to June 19, 2026 (Commission District 4). FOR

Recommendation to approve a First Amendment to The Employment Agreement between Truckee  
Meadows Fire Protection District Board of Fire Commissioners and Richard J. Edwards, Fire Chief,  
to: (1) extend the Chief’s current contract term from July 1, 2026 to June 30, 2031, (2) increase  
severance pay from three months to six months of base salary; (3) establish parameters for  
merit-based salary increases and performance bonuses, (4) revise vacation accrual to provide a  
prorated 167 hours of earned vacation for the remainder of 2026, and 213 hours of annual  
vacation accrual beginning January 1, 2027; (5) clean-up and clarification of existing language, and  
(6) add a successorship provision in the event of agency consolidation (All Commission Districts).
