Posting the Notice. Pursuant to NRS 241.020, the Agenda for the Spanish Springs / District 4 Citizens Advisory  
Board has been posted as required at the following locations: Washoe County Administration Building (1001 E.  
Although no longer required under NRS 241.020, the agenda has also been physically posted at the following  
locations: Washoe County Courthouse-Second Judicial District Court (75 Court Street), Sparks Justice Court  
(1675 East Prater Way).

Land Acknowledgement. We begin by acknowledging that we gather today on the ancestral homelands of the  
Waší·šiw (Washoe), Numu (Northern Paiute), Newe (Western Shoshone), Nuwu (Southern Paiute), and Pipa  
Aha (Mojave), the original caretakers of the land that we now call Nevada. Washoe County, formally named  
after the Washoe people in 1861, continues to be a gathering place and home for Indigenous Peoples, and we  
recognize their rich history and deep connections to these lands. May we honor their past, present, and future  
stewardship by remembering that the health of the land and its people are inextricably linked.

Public comments are welcomed during the Public Comment period for all matters, whether  
listed on or off the agenda, and are limited to three (3) minutes per person or as designated by  
the Citizens Advisory Board Chair at the beginning of the meeting. Additionally, public comment  
of three (3) minutes per person will be heard during individually numbered items designated as  
"for possible action" on the agenda. No action may be taken on a matter raised under general  
public comment until the matter is included on an agenda as an item on which action may be  
taken. Persons may not allocate unused time to other speakers.

Forum Restrictions and Orderly Conduct of Business

The Citizens Advisory Board is an advisory body providing community comments and  
recommendations to Washoe County governing boards. Comments and dialogue centered  
around the key principles of dignity: inclusion, safety, recognition, fairness, understanding,  
acknowledgement, independence, accountability benefit of the doubt, and acceptance of  
identity are encouraged. The presiding officer may order the removal of any person whose  
statement or other conduct disrupts the orderly, efficient or safe conduct of the meeting.  
Warning against disruptive conduct may or may not be given prior to removal. The viewpoint of  
a speaker will not be restricted, but reasonable restrictions may be imposed upon the time,  
place and manner of speech. Irrelevant and unduly repetitious statements and personal attacks  
which antagonize or incite others are examples of speech that may be reasonably limited.

The Citizens Advisory Board can deliberate or take action only if a matter has been listed on an  
agenda properly posted prior to the meeting. During the public comment period, speakers may  
address matters listed or not listed on the published agenda. The Open Meeting Law does not  
expressly prohibit responses to public comments by the CAB members. However, responses  
from CAB members to unlisted public comment topics could become deliberation on a matter  
without notice to the public. On the advice of legal counsel and to ensure the public has notice of  
all matters the Citizens Advisory Board will consider, CAB members may choose not to respond  
to public comments, except to correct factual inaccuracies, ask for County staff clarification, or  
to ask that a matter be addressed on a future agenda. CAB members may do this either during  
the public comment item or during the following item "CHAIRMAN/BOARD MEMBER ITEMS"
