Public Comment. Public comments are welcomed during the Public Comment periods at the beginning  
and end of the meeting on any matter, whether listed on the agenda or not, and are limited to three  
minutes per person per comment period. Additionally, public comment will be heard during individually  
numbered items designated as "for possible action" on the agenda; is limited to three minutes per  
person per comment period; and should pertain to the specific item(s) being considered by the  
commission. Persons are invited to submit comments in writing on the agenda items by emailing  
publiccomment@tmfpd.us and/or attend and make comment on that item at the Board of Fire  
Commissioners meeting. Persons may not allocate unused time to other speakers.  
Forum Restrictions and Orderly Conduct of Business. The Board of Fire Commissioners conducts the  
business of the District and its citizens during its meetings. The presiding officer may order the removal of any  
person whose statement or other conduct disrupts the orderly, efficient or safe conduct of the meeting.  
Warnings against disruptive comments or behavior may or may not be given prior to removal. The  
viewpoint of a speaker will not be restricted, but reasonable restrictions may be imposed upon the time,  
place and manner of speech. Irrelevant and unduly repetitious statements and personal attacks which  
antagonize or incite others are examples of speech that may be reasonably limited.  
Responses to Public Comments. The Board of Fire Commissioners can deliberate or take action only if a  
matter has been listed on an agenda properly posted prior to the meeting. The Open Meeting Law does  
not expressly prohibit responses to public comments by the Commission. However, responses from Fire  
Commissioners to unlisted public comment topics could become deliberation on a matter without  
notice to the public. To avoid this situation and to ensure that the public has notice of all matters the  
Board of Fire Commissioners will consider, Fire Commissioners may choose not to respond to public  
comments, except to correct factual inaccuracies, ask for District staff action or to ask that a matter be  
listed on a future agenda. The Fire Commissioners may do this either during the public comment item  
or during the item entitled "Commissioners'/Fire Chief's announcements, requests for information, or  
topics for future agendas."

been physically posted at the Truckee Meadows Fire Protection District Administration building located

A. Recommendation to approve the meeting minutes from the October 7, 2025, Board of Fire

Prevention position (#70010000) and approve a revised Fire Marshal class specification and  
position (#70008230) with the Truckee Meadows Fire Protection District, with a salary range of  
$144,560- $184,496, with Regular Nevada Public Employees’ Retirement System benefits (All

D. Recommendation to approve a Memorandum of Understanding (“MOU”) between Truckee  
Meadows Fire Protection District (“District”) and Truckee Meadows Firefighters Association IAFF  
Local 2487’s Non-Supervisory, Supervisory and Wildland Units to memorialize an agreement  
between the parties related to the following collective bargaining agreement (“CBA”) articles: (1)  
Article 58 -Specialty Pay (Non-Supervisory Unit) to increase the rate of specialty pay from 5% to  
5.75% of base hourly rate, retroactive to July 1, 2024; (2) Article 50 - Seniority (Non-Supervisory  
Unit) to clarify station bidding seniority for Firefighter/EMTs and Firefighter Paramedics; (3)Article  
33 - Medical Plan (all units) to specify that the District may offer medical plan options in addition  
to those required by the CBAs, which may include cost sharing and varying employer contribution  
levels, and to temporarily suspend OPEB contributions; (4) Article 21 - Working Out of  
Classification to temporarily lower the salary increase for working at a higher classification from  
10% to 5% (Non-Supervisory & Wildland Units) and from 15% to 5% (Supervisory Unit); and (5)  
Article 14 - Promotions to temporarily suspend Officer Development School and testing for  
Captain positions (Non-Supervisory Unit) and Battalion Chief positions (Supervisory Unit). This  
MOU shall remain in effect until the sunset dates specified in the MOU or upon replacement by  
terms agreed to in successor negotiations, as applicable (All Commission Districts). FOR POSSIBLE

Recommendation to approve a Truckee Meadows Fire Protection District Ending Fund Balance  
Board Policy (P405.0B), establishing the level of reserves necessary for ensuring the District's fiscal  
stability, maintaining the District's creditworthiness, and adequately providing for economic  
uncertainties and other financial needs. The Board Policy sets the District's goal to achieve and  
maintain an unassigned fund balance in the general fund at fiscal year-end of not less than 17%  
and not more than 20% of budgeted annual expenditures (All Commission Districts). FOR POSSIBLE
