Members are reminded that if, with respect to any matter or any person coming before the board today,  
you have received a gift or loan. If you have a pecuniary interest or commitment in a private capacity, such  
as a family member, employment, business, or similar relationship. You must disclose that gift, loan,  
interest, or commitment at the time the matter is being considered, and you must abstain from  
deliberation or voting on the matter. If it is clear from the gift, loan, interest, or commitment that it would  
materially affect the independence of judgment of a reasonable person. Board members are also reminded  
that if you had any contact outside this meeting with any persons interested in a matter coming before the  
Board today, you disclose the nature of that contact at this meeting before the item is heard.

Comment heard under this item will be limited to three (3) minutes per person and may pertain to matters  
both on and off the Board agenda. Unused time may not be allocated to other speakers. Comments are to  
be made to the Board as a whole. Virtual Public Comment may be taken when facilities are available.  
A speaker's viewpoint will not be restricted; however, reasonable restrictions may be imposed upon the  
time, place, and manner of speech. Irrelevant statements, unduly repetitious statements, and personal  
attacks that would objectively antagonize or incite others are examples of speech that may be reasonably  
limited.  
This Board carries out the business of Northern Nevada Public Health and its citizens during its meetings.  
The presiding officer may order a person to be removed if the person's conduct or statements disrupt the  
order or safety of the meeting. Warnings about disruptive conduct or comments may or may not be given  
prior to removal.  
Furthermore, certain disruptions of a public meeting are criminal acts as defined under NRS 208.090 and/or  
NRS 203.119, which may result in prosecution in appropriate cases.

Adjournment.  
Possible Changes to Agenda Order and Timing: Items on this agenda may be taken out of order, combined with  
other items, removed from the agenda, or moved to the agenda of a later meeting. The Consent section is a single  
agenda item and is considered as a block and will not be read aloud. Items on this agenda may also be moved to or  
from the consent section. Items not voted on in the Consent section may also be voted on in a separate block or  
blocks. Items designated for a specified time will not be heard prior to the stated time, but may be heard later.  
There will be only one period of public comment on any block vote. Any public comment made during that period  
may pertain to any of the items being voted on in the block, but there will not be separate public comment periods  
for each item within the block.  
Location. This meeting will be held at the physical location designated on this agenda, but one or more of the  
Board Members and/or Staff may attend and participate by a remote technology system. Members of the public  
wishing to attend the meeting may do so at the designated physical location or may otherwise participate as  
stated in the Public Comment section. The Chair or their designee will make reasonable efforts to ensure that  
members of the public body and members of the public present at the physical location can hear or observe each  
member attending by remote technology system, and each member of the public body in attendance can  
participate in the meeting.  
Special Accommodations: The Air Pollution Control Hearing Board Meetings are accessible to the disabled.  
Disabled members of the public who require special accommodations or assistance at the meeting are requested  
to notify Air Quality Management Division in writing at Northern Nevada Public Health, 1001 E. 9th Street, Building  
B-171, Reno, NV 89512, or by calling 775-784-7201, 24 hours prior to the meeting  
Public Comment: Reasonable efforts will be made to hear all public comment during the meeting. During the  
“Public Comment” items, emails may be submitted pertaining to any matter either on or off the agenda, to include  
items to be heard on consent. For the remainder of the agenda, public comment emails will only be heard during  
items that are not marked FOR POSSIBLE ACTION. All public comment should be addressed to the Air Pollution  
Control Hearing Board and not an individual member. The Hearing Board asks that your comments are expressed  
in a courteous manner. All public comment is limited to three minutes per person. Unused time may not be  
reserved by the speaker nor allocated to another speaker.  
During the general public comment periods at the beginning and end of the meeting, speakers may address any  
matter either on or off the agenda. Items voted on in the Consent section or in a separate block or blocks, shall  
have a single public comment period per block, and public comment will only be heard about the specific items  
being considered by the Commission in the block. For the remainder of the agenda, during items designated “for  
possible action” that are considered individually, public comment will only be heard about the specific item being  
considered by the Board. Members of the public who wish to share documents or make a brief presentation within  
their public comment period must provide ten (10) printed copies of each document. Please note that USB drives  
or any other digital media will not be accepted due to the risk of introducing viruses or malicious code, which could  
potentially compromise the County’s systems.  
Members of the public may also submit comments by mail to NNPH at 1001 E. Ninth St., Reno, NV 89512 or  
emailed to AQMDAdmin@nnph.org. NNPH will make reasonable efforts to include all such comments received by  
4:00 pm one working day prior to the meeting in the record. Mail and emailed comments will not be read by the  
Clerk but will be entered into the record.  
Forum Restrictions and Orderly Conduct of Business. This Board carries out the business of Northern Nevada  
Public Health and its citizens during its meetings. The presiding officer may order a person to be removed if the  
person’s conduct or statements disrupt the order or safety of the meeting. Warnings about disruptive conduct or  
comments may or may not be given prior to removal.  
Responses to Public Comments: The Air Pollution Control Hearing Board can only deliberate or take action on a  
matter if it has been listed on an agenda properly posted prior to the meeting. During the public comment period,  
speakers may address matters listed or not listed on the published agenda. The Open Meeting Law does not  
expressly prohibit responses to public comments by the Air Pollution Control Hearing Board. However, responses  
from the Air Pollution Control Hearing Board members to specific items presented during public comment, which  
are not listed as agenda items could become deliberation on a matter without notice to the public. On the advice  
of legal counsel and to ensure the public has notice of all matters the Air Pollution Control Hearing Board will  
consider, Board members may choose not to respond to public comments, except to correct factual inaccuracies,  
ask for Northern Nevada Public Health staff action or to ask that a matter be listed on a future agenda. The Air  
Pollution Control Hearing Board may do this either during the public comment item or during the following item:  
“Board Comment – Hearing Board Member’s announcements, reports and updates, request for information or  
topics for future agendas. (No discussion among Board Members will take place on the item)”

How to Get Copies of Agenda and Support Materials: Supporting materials are available to the public at the  
Northern Nevada Public Health located at 1001 E. 9th Street, in Reno, Nevada. The Recording Secretary to the Air  
Pollution Control Hearing Board is the person designated by the Northern Nevada Public Health to respond to  
requests for supporting materials. The Recording Secretary is located at Northern Nevada Public Health and may  
be reached by telephone at (775) 784-7203 or by email at AQMDAdmin@nnph.org. Supporting materials are also  
NRS 241.020.
